Bublio never records where you were. A Bubl is stored snapped to a cell about six miles across and the exact point is thrown away on the way in, so there is nothing precise to leak later. A Bubl is also never drawn until at least three different people have posted in the same circle, or the circle is already wide enough to point at nobody. These settings are the choices left on top of that.

Let people message me
Off, and only people you have messaged before can reach you.
Who can send me a friend request
Off means nobody, and the button stops being offered rather
than being refused. Requests already waiting for you are not
affected either way — they stay until you answer them.
Private account
On, and only your friends see your Bubls — including the
ones you posted publicly. Your page keeps your name so people can
still find you and ask.
Blocked people — they cannot message you, and neither of you
sees the other's replies
